The purpose of the Municipal financial management programme is to provide qualifying learners with a full understanding of financial management in the municipal context. Specifically, successful learners will be able to apply to apply strategic level financial management competencies to ensure effective, efficient and economical utilisation of public funds and resources at local government level.
Learners will develop competencies to manage strategic planning and budgeting processes, financial management processes and internal control, auditing and reporting processes, Legal and corporate governance processes, municipal accounting and risk management processes, cost and capital planning processes, supply chain management and project management processes.
Qualifying learners will be able to:
- Demonstrate knowledge and critical understanding of municipal finance issues in general, and their areas of focus in particular
- Apply economic principles to municipal finance management.
- Assess foundations and principles of municipal practice in South Africa
- Implement well-grounded and systematically developed principles in municipal financial management
- Proffer solutions to municipal service management and delivery problems.
- Engage with the broader field of municipal finance management.
- Support as a strategic management leader in the field of municipal finance management.
- Contribute to others' understanding of current and emerging municipal finance issues.
- Demonstrate responsibility and adaptability as a professional in a municipality setting.
- Must have atleast a matric certificate
- Communication at NQF Level 4
- Mathematical Literacy at NQF Level 4
- Economics at NQF Level 4
- Accounting at NQF Level 4.
- Public sector Employees or those planning pursue a career in the public sector.
- Executive mayors, executive councillors, councillors, municipal manager; chief financial officer; department managers; strategic managers, supply chain managers and managers of municipal entities
- Register with Institute of Municipal Finance Officers
- Proceed to acquire further qualification at a higher (NQF Level 7) level in Financial Management
- Obtain employment in private and public sectors.
