This program designed for learners working within the public and private sectors, who are actively involved in governance. On successful completion of this programme, learners will add more value to their jobs and managerial capabilities. It  will also provide the learner with the tools to design plans, including analysing what should be included in the plan, implement via various stakeholders, monitor and evaluate the plan on an ongoing basis to ensure that plan meets overall objectives of their institutions.

This programme is intended for learners who do not have formal training in monitoring and evaluation (M&E), but who have an embedded monitoring and evaluation function within a work profile.

  • Explaining the purpose of monitoring and evaluation as a management function.
  • Analysing current Policy and organisational documents relating to monitoring and evaluation.
  • Conceptualising a monitoring and evaluation system for a selected programme, project or organisation.
  • Assessing how monitoring and evaluation is applied in specific work roles. 
  • Demonstrating an understanding of the various plans in local government processes, their formulation and integration into various municipal projects.
  • Identifying and analysing needs and situations in constituency and conceptualising possible development projects related thereto.
  • Linking IDP (Integrated Development Planning) and PMS (Performance Management System) to the budget process of local government.
  • Compiling process documents for integrated development planning.
  • Monitoring and reporting on the progress towards the achievement of targets and projects set out in the business plans, on a quarterly and annual basis.
  • Monitoring and reporting on the progress towards the achievement of targets and projects set out in the business plans, on an annual and five yearly basis.
  • Providing appropriate and timeous recommendations and revisions to improve effectiveness and efficiency of the integrated development planning processes, plans and practices in the municipality and on development in the municipal area.
  • Evaluating integrated development planning in terms of its underlying principles.
  • Evaluating the integrated development planning and implementation process in terms of a range of governance principles, concepts and tools.
  • Evaluating the effectiveness and efficiency of the integrated development planning processes and implementation of the IDP.
