The National Development Plan stipulates that infrastructure investment as a percentage of GDP needs to grow from 21 per cent in 2015 to 30 per cent by 2030. This requires the public and private sectors to work together to fund and build infrastructure. Public-private partnerships (PPPs) can be a tool to get more quality infrastructure services to more people. When designed well and implemented in a balanced regulatory environment, PPPs can bring greater efficiency and sustainability to the provision of public services such as energy, transport, telecommunications, water, healthcare, and education. This programme is designed to empower participants with competencies needed to plan and implement PPPs for municipal service delivery. In the main, the skills acquired will contribute to better decision-making, discipline, accountability and rigor in the planning and assessment of infrastructure projects.

  • Demonstrate an understanding of the rationale for Public-Private Partnerships (PPP) and different options available to municipalities.
  • Evaluate different types of Public-Private Partnerships, their contractual arrangements and operational framework
