Cooperative governance means that the three spheres of government – Local, provincial and national, should work together (cooperate) to provide citizens with a comprehensive package of services. The Constitution states that the three spheres have to assist and support each other, share information and coordinate their efforts. The effective implementation of policies and government programmes require close cooperation between the spheres of government, especially at Executive level. Therefore, this programme will provide participants with knowledge and information on current developments and best practices on cooperative governance and intergovernmental relations for effective governance and coherent service delivery to communities. Imbedded in this programme is a strategic leadership components which seeks to prepare participants with strategic leadership skills needed to enhance cooperative governance.

  • Identifying key national and provincial processes, programmes and legislation that impact on Local Government programmes.
  • Identifying and integrating government's programme of action.
  • Identifying and integrating sector and provincial programmes that impact on Local Government objectives.
  • Demonstrating an understanding of traditional leaders and their roles and facilitating relations with traditional leaders.
  • Facilitating processes for participation and involvement of general public and citizens in achieving local government objectives.
  • Identifying the key public and civil society role players within the municipality.
  • Explaining and applying processes and structures for public and community participation in the municipality.
  • Explaining the role and function of Ward Committees.
  • Explaining the role and function of Community Development Workers.
  • Explaining the role of Non-Governmental Organisations and Community Based Organisations (NGO's and CBO's).
  • Explaining and applying the role of the private sector in the municipality and identifying ways for cooperation.
  • Identifying key leadership principles and competences appropriate to Local Government leadership.
  • Applying communication and interpersonal skills in fulfilling Local Government functions.
  • Managing and resolving conflicts and problems encountered in Local Government context.
  • Establishing a value base to enhance public participation at municipal level.
